Enabling ClusterClass Support

Enabling ClusterClass support is done via the ClusterTopology feature flag by setting it to true. This can be done before running clusterctl init by using the CLUSTER_TOPOLOGY environment variable:

export CLUSTER_TOPOLOGY=true
clusterctl init --infrastructure gcp
